For this case we have that the point-slope equation of a line is given by:

(y-y_ {0}) = m (x-x_ {0})

Where:

m: It's the slope

(x_ {0}, y_ {0}): It is a point

We have as data that:

(x_ {0}, y_ {0}): (- 2, -7)\\m = - \frac {3} {2}

We replace:

(y - (- 7)) = - \frac {3} {2} (x - (- 2))\\(y + 7) = - \frac {3} {2} (x + 2)

Answer:
(y + 7) = - \frac {3} {2} (x + 2)
