a. stimulants change the activity of neurotransmitters,

although the answer C is still true it asks about the nervous system not the endocrine system which deals with hormones. Stimulants change the rate and amount of activity of neurotransmitters by increasing or mimicking typical neurotransmitters, for instance, cocaine builds up dopamine and releases a ton very quickly giving a short, but very energetic high.
