The correct answer is B) It was still recovering from the Civil War.

The South was slower to industrialize than the North in that it was still recovering from the Civil War.

The southern states did not have the skilled workers or the educated people that could develop the kind of industry that was developed in the northern states. The South always depended so much on slavery to produce cash crops in the southern plantations.

The North had waterways to power the many factories in the area and the money to start new businesses and built factories.
