Explanation:

The second one, of course. Because the inequality means that x must be smaller than -3. So in negative numbers, numbers are getting smaller when they go far from 0. So
-8(2)/(3),-6,-4, -3,5 are smaller than -3 because the distance between 0 and these numbers are more than he distance between zero and -3. Good luck :)
