For this case we have the following equation:

3 (b + 4) + 8 = -3

If we apply distributive property to the terms within the parenthesis we have:

3b + 12 + 8 = -3

We add similar terms to the left side of the equation:

3b + 20 = -3

Subtracting 20 from both sides of the equation:

3b = -3-20\\3b = -23

Dividing between 3 on both sides of the equation:

b = - \frac {23} {3}

In mixed number we have:

b = -7 \frac {2} {3}

Answer:

b = -7 \frac {2} {3}
