1 1/2 cups.

Explanation:

If the quantity of chocolate chips is x cups then:

x * 2 1/3 = 3 1/2

x * 7/3 = 7/2

x = 7/2 / 7/3

x = 7/2 * 3/7

x = 3/2 = 1 1/2 cups.
