The slopes have to be the same for lines to be parallel. The y-intercept, or where they go through the y axis, won't be the same, but the value of the slope has to be. The slope of the equation on the right is 33, so if these lines are parallel, then Q has to equal 33. P can then be any real number NOT equal to 25.
