we have

7x-3y=4 ----> equation A

2x-4y=1 ----> equation B

Multiply the equation A by 2 both sides

2*(7x-3y)=4*2

14x-6y=8

Multiply the equation B by 7 both sides

7*(2x-4y)=1*7

14x-28y=7

therefore

The system of equations that is not equal to the system of equations above is

14x-6y=4 and 14x-28y=1
