P_C=3.8* 10^(7)

and population of Nebraska,
P_N=1.9* 10^(6)

From above data it is clear that the population of California is larger than the population of Nebraska

And Ratio,
(P_C)/(P_N)=(3.8* 10^(7))/(1.9* 10^(6))=(38)/(1.9)=20

Thus the population of California is larger than the population of Nebraska by 20 times
