y = -1/4 x + 15.

Explanation:

y = 4x - 2 has a slope of 4 ( = the coefficient of x).

The line at right angles to it will therefore of a slope of -1/4.

Using the point-slope form of a line the line t which passes through (4, 14) is found as follows:

y - 14 = -1/4(x - 4)

y = -1/4x + 1 + 14

y = -1/4x + 15
