One way an employer can protect employees is instruct them not to go in any location where they feel unsafe. Introduce a “buddy system” or provide an escort service in potentially dangerous situations or at night.

No one should be forced to go in an area where they feel uncomfortable or unsafe so their should be somebody to go with them to make sure nothing happens. Surveillance cameras can help too or putting extra lighting in an area, but I think having another person with you is more significant.
