Given that

Mean = 21

Total number of hour is 8

Now we assume the prescription filled be x

so

Mean = Sum of all prescriptions ÷ total number of hours

21 = (18 +x + 22 + 25 + 16 + 24 + 22 + 28) ÷ (8)

21 = (155 + x) ÷ 8

Now multiplied it by 8 in both sides

21 × 8 = (155 + x) ÷ 8 × 8

168 = 155 + x

x = 13

hence, the number of prescriptions filled during hour 2 is 13
