Dictatorship is the correct answer.

Dictatorship is a government in which one "leader" ignores opinions that are contrary to his/her own and makes his/her own rules to be followed by everyone. If there's protest, there is also repression. In fact, Mr. Lukashenko is a dictator himself since he is in absolute control of the government, leaves no room for input from anybody else and uses his strong personality to maintain political supremacy and stability.
