I mean this has to be referencing Jurassic World right? He was never keen to letting them out in the first place.

Step-by-step explanation:

In the first movie he explains how the only reason he has a bond with them was raising them from young. This is hinted in flashbacks during both movies. They're extremely intelligent as we noticed in the first few movies of the entire series. While that may be true there is no real reason for them to be out in the field as they are natural killers not trained (this was even clearly exampled in the last movie with laser targeting yes it worked for a second but when it was free it went for everything in it's path.)
