What is the context? The answer to this question definitely cannot cover every instance. For example, if you need to write a concise essay about a specific aspect of something, say, someone’s abolitionist career, you don’t want to include information that is irrelevant, such as a random story about their life. I would say false, because of the “never” in the question.
