American intelligence discovered the missiles and President Kennedy made public the discovery, but decided not to invade Cuba but to send the army and the air force to surround the missiles. Kennedy proposed not to invade Cuba if the Soviets withdrew the missiles, the Soviet leader accepted the proposal.
