Answer:

It is required to have at least one U.S. Coast Guard approved PDF (Personal Flotation Device.) Anyone being towed behind a vessel must be wearing a U.S. Coast Guard approved PDF.

I am not from Pennsylvania so I'm not entirely sure if the laws are at all similar to the laws here.

Answer:

Everyone must wear a US Coast Guard approved Personal Floating Devices (PFD) or Life Jackets while being towed behind a vessel.

Step-by-step explanation:

According to the Pennsylvania Law on the legal requirements of boating, it is mandatory for the passengers to be equipped with US Coast Guard approved life jackets while aboard any water means of transport, be it as canoe or a ship or a vessel. Children under the age of 12 must at all times be made to wear or put on the life jackets. And inflatable PFDs are not allowed for anyone being towed behind a vessel, and towing of persons behind a vessel on water skis or any device may be done only during daytime.
