An appeal to emotion is used to make people feel guilty if they do not support the legislation.

"These creatures deserve a chance to survive" is a phrase that makes it clear how the appeal is emotional.

A false dilemma is used to claim that legislation is the only way to protect the environment.

"If Congress fails to address this today, then we all lose", this is partially a false dilemma and partially a bandwagon. Not passing the legislation does not necessarily mean that the creatures will be in danger. And also, there are other ways to approach the situation in the private sector.

A bandwagon appeal is used to suggest that every American wants to help endangered species.

As Stated before, the idea that "We all lose" and the use of "All Americans" is a bandwagon fallacy, because it assumes that all people think the same way about this matter.
