\bf (9^4)^(?)=9^1\implies 9^(4\cdot ?)=9^1\implies \stackrel{\textit{same base, the exponents must also be the same}}{4?=1\implies ?=\cfrac{1}{4}}

x=1/4 because, 1/4 will multiply with 4 to cancel out to have an exponent of 1
