The reason for that is that the majority of these countries have taken very large loans, and since their economies have not been able to repay, they use their natural resources to pay the debt. The politicians also have a major role in this, as the majority of the politicians in these countries are very corrupt, tend to use the offices to only fill their own pockets, while leaving the country in terrible conditions. The end result is stagnation, and in some cases regress.
