is one of mutual assistance among independent but freely associated nations, and it does valuable work in building governance, institutional capacity and development, particularly human resource development, among its members.

As a wide association of independent freely associating nations with broad but vague goals it would be difficult, and indeed unfair, to identify its failures for those would more likely to be those of member states and not of the institution itself.

Its success though may be measured by the fact that post-apartheid South Africa has rejoined it and Mozambique and Rwanda, neither ever part of the British empire, have chosen to join it so they must have seen some benefit in doing so.
