Explain this

in craft stores ppl need to unlock the cage or you need a licence to buy spraypaint

but why don't we need those things... for regular paint? is jusat as messy and annoying >_<

( not those tiny little painting kits i mean like craft paint and gallon paint )

spray paint has some toxic gasses, and they need verifacation because you could get harmed from using it improperly.
