Slavery was officially prohibited in the United States. The states of the North practically did not have slavery but the Southern states still enforced them. President Lincoln gave leeway to the Southern States to Reconstruct themselves after the Civil War but they continue with slavey and they even set the black codes to limit the rights of African Americans.
