Why did some states demand that the us constitution include a bill of rights

Federalists argued that the constitution did not need the bill of rights, because the people of the states kept any power not given to the federal government. Anti Federalists held that the bill of rights was necessary to safeguard individual liberty. *do not copy this was looked up(above)*

They did not want the federal government to have too much power. Like the monarchy they left in England(one person haveing all the power). They wanted their individual rights to be 'safe'.
