If the number (after the decimal) is 5 - 9, then add the whole number by 1.

If it is 1 - 4 only, then do not add anything to the whole number.

Example:

0.7

Since the number after the decimal is 7, and 7 is in the range of 5 - 9, then add 0 by 1.

0.7 ≈ 1.0

3.46

Since the number is 4, and is in the range of 1 - 4, then just stay it like that

So basically the number after the decimal is not considered a whole number. A whole number is basically a number that does not have a decimal. So if this was your number, 678.710392, the whole number of that would be 679 because the number 7 after the decimal is greater than 5.
