What role does the US constitution play in creating local governments

It's gives the states the autonomy and power to be able to create a local government that is closer to the people. The states however, abides by certain codes of conducts that are in the state laws and can decide to object to a certain extent instructions from the federal government provided that provisions for it is in the state law but empowered by the Constitution.
