Answer:

y = -2

Explanation:

As we move from the point (0, -2) to the point (4, -2), x increases by 4, but y stays the same. Thus, the slope of this line is m = rise / run = 0/4 = 0.

Since the line passes through y = -2, that is the only descriptor needed for this line. The slope need not appear in this equation, although we certainly could write y = 0x - 2. Simplify this to y = -2.
