Technician A says that you must use the OEM factory scan tool to flash the electronically erasable programmable only memory (EEPROM) on an engine control module (ECM) or powertrain control module (PCM), along with the J2534 tool. Technician B says that reprogramming a PCM using the J2534 system requires access to the Internet. Who is correct?
