NEED HELP ASAP

Which of the following actions could be performed only by federal government and not by a state government?

A. The legislature passes a new income tax.
B. The chief executive makes a treaty with another country.
C. The chief executive appoints a judge to fill a vacant seat.
D. The legislature passes a law approving funds for roads and highways. ​

It would be B because state governments (Arizona,Texas,New York etc.) deal with there state while the federal deals with the country (United States) as a whole and making a treaty with another country would deal with the federal government.
