Since these two lines are parallel, we can assume things:

Corresponding Angle Rule: Angle 8 and 16 for example are the identical angles due to the parallel lines. So is 5 and 13, 6 and 14...and so on. Basically, think of every intersection point as identical. They're all the same angles.

Alternate Angle Rule ties into what I mentioned before: When given a parallel line with another line intersecting, there are common angle measures. For example, angle 4 and 12 are equal.

Complementary Angle means that any angle adding up to a line equals 180 degrees. For example, angle 12 and angle 16 add up to 180 since it bases off of a straight line.

Using this information, we can conclude that since angle 8 is 116, angle 16 should be 116 as well, using the Corresponding Angle Rule. And since we need to find Angle 15, we can use the Complementary Angle Rule to subtract 180-116 to find the remainder angle for angle 15.
