A primary source is a document or any artifact that provide us with evidence after an event occurs. Somebody who created a document, or speaks about the event, is a witness who saw everything that took place.

I don't think President Bush witnessed the event exactly where it happened but he was aware of it, trying to do anything he can, I'd say this could be a primary source, but I am not too sure.

An interview with someone who was in one of the twin towers on the day of the events would definitely be a primary source.

The Congressional Record of the House of Representatives showing the vote for the use of the army after the events that occurred on 09/11/01 would also be considered a primary source.
