Germany felt very pressured to sign the Treaty, especially because they knew that the traumatic loss they would suffer when signing it. The Allies were essentially “pushing them” into it as seen in the cartoon.

The correct answer to this open question is the following.

What the cartoon reveals about Germany’s attitude towards signing the treaty of Versailles was that the country really never had any options or room to negotiate. It was forced by the Allied European nations to accept the peace terms of the Treaty. That is why the author of the cartoon put the guy representing Germany on the brink of the jump.

Although at the end of World War I, US President proposed his "14 Points" to preserve a long-lasting peace in Europe, what European countries really wanted was redemption and make Germany pay for the reparations.
