Rule of law is the predominance of the law over everyone, both the ruler and the ruled, and put more simply is, nobody is above the law. This is usually used in a democratic system of government where the people and rulers are governed by a set of laws, also called a Constitution.

Characteristics of a society that values rule of law is that the society is peaceful, the people feel safe and trust the system to prosecute anybody that breaks the law.
