I believe it is C, I am pretty sure that before anyone makes a decision they consider the consequences.

I apologize if this is not what you meant or incorrect.

Answer:

C. Evaluate consequences

Step-by-step explanation:

The next likely step in this process would be evaluating the consequences of Luke's alternatives. He cannot being by identifying the decision, as he does not know what to decide yet. Moreover, he has already identified the alternatives. He also cannot assess the outcome yet until he has studied each choice. Among the positive consequences are not breaking the law and not being pushed to do something he does not want to do. The main negative consequence would be angering his friend.
