Why do you think the declaration of independence outlines a political philosophy

Because the writers of the declaration were trying to rid themselves of a British government who treated them unfairly. The document clearly states that the government is chosen and only governs because of the consent of the governed. It was a political philosophy because it was the first major democratic statement of the time.
