4x ≤ 716

Explanation:

(say x = # of votes the opponent received)

Since the winning candidate got at least 716 votes, we can know that there will be a greater than or equal to sign, and that the greater side will point to the 716: ₙ ≤ 716.

Also, if the winning candidate got exactly 716 votes, then that equation will look like this: 4x = 716. We can use that left side into our inequality: 4x ≤ 716.
