For this case we have the following proportion:
\frac {13} {2} = \frac {x} {y}

Where:

x: Variable that represents the students who were smiling

y: Variable representing students who were frowning

They tell us that:


x = 65

So:


\frac {13} {2} = \frac {65} {y}\\13 * y = 2 * 65\\y = \frac {2 * 65} {13}\\y = 10

Answer:

10 students were frowning

The ratio is saying for every 13 that are smiling, 2 are frowning.

Divide 65 smiling by 13:

65 / 13 = 5

Multiply 5 by 2 frowning = 10 were frowning.
