Answer:
The state is the organization while the government is the particular group of people.
State is just an idea but Government is a practical things which we can see physically.
State is a permanent and static thing whereas govt is temporary. For example India will always be a State till the four elements are present but NDA/UPA will come and go out of power.
State have sovereignty but Government has no sovereignty.
State is more or less remains in a single form but Government can vary.

It is an idea which says State is a self sufficient political community or entity.
What is Government?
An authority legitimized from the State to rule over people. It is not an idea rather it is a practical concrete thing.
