Set up an equal proportion:
(1/4)/(12) =
(x)/(60)

Cross multiply to get 1/4*60 = 12x

Simplify to 15 = 12x

Divide both sides by 12 to get 1.25 = x

So she needs 1.25 cups of flour, or
1(1)/(4)

Answer:

1 1/4 cups because 12 goes into 60, 5 times so multiply 1/4 by 5 and get 1 1/4
