For this case we have that if two lines are parallel then they have the same slope. Thus, the second cut is represented by:


y = \frac {1} {4} x + b

If the second line passes through (0,4), we substitute and find "b".


4 = \frac {1} {4} (0) + b\\b = 4

Thus, the equation is:


y = \frac {1} {4} x + 4

Answer:


y = \frac {1} {4} x + 4
