All you need to do for this problem is substitute in 4 for your x value and solve. So it would be y=1/2(4)-3. Basic PEMDAS indicates that you would multiply out 1/2*4 (2) and then subtract 3 (-1).

Y = 1/2(4)-3

Y = 2-3

Y = -1

Point (4,-1)
