"The force which attracts a positive charge towards a negative charge" and this is an electric force, where the negative charge creates an electric field, and this electric field acts on the positive charge

Both forces are related because both of them are consequences of the electromagnetic field.

Because the things acting on the objects are fields, both of these forces are non-contact forces.
