C. Soviet missiles based in Cuba could reach the U.S. with little warning time. Cuba is an island located only a couple hundred miles off the coast of Florida. During the Cold War, Cuba was a Soviet ally and missiles placed there by the Soviets could reach the U.S. very quickly because of Cuba's proximity. This was especially problematic during the Cuban Missile Crisis.

Choice A is incorrect because planes could leave the U.S. and cross the Atlantic and fly north, never coming near Cuba.

Choice B is wrong because Cuba is far north of the Panama Canal, which is located much deeper in Central America.

Choice D is incorrect because Cuba is located on the East Coast, not the West Coast.
