Russia was still happy with their monarch (well not exactly happy, but they weren't thinking about doing anything about it).
China was too isolated at this point to be influence by a revolution. The peasantry were not ready for a revolution. They were more interested in food to worry about the fine points of govenment.
Germany was a bunch of divided states in the 1700 and 1800s. They were not prepared for war. This disunited haunted them even after the 1st world war.
It was France. The French Revolution was given strength by the success of the American one. And there were educated leaders to lead it. Doesn't mean it worked. It just means that America was an inspiration for France.
