If I had to make sense of it I'd guess it's saying that anger is unpleasant and thus a kind of punishment (the consequences of angry behaviour might not be good either).
I agree because if someone is tilting you by bullying you should find the best way to get revenge without him/her knowing. Holding your anger is not the way to get things done. You have to be active to solve you're problems
