m - slope

b - y-intercept → (0, b)

The formula of a slope:


m=(y_2-y_1)/(x_2-x_1)

We have the points (7, 4) and (0, -3) → b = -3.

Substitute to the formula of a slope:


m=(-3-4)/(0-7)=(-7)/(-7)=1

Finally we have the equation:


y=1x-3
