To be elected “at large” for a state position is to be designated for members of a governing body who are elected or appointed to represent the entire membership of the body such as, a city, state or province, nation, club or association, instead of a subset of that membership. At-large voting oppose to voting by electoral districts.

With at-large systems, all voters can vote for all seats up for election, in other words, when electing five representatives, voters can vote for five candidates.
