Otto von Bismark had a goal to unite all the territories in which lives Germanic population. That mean that he needed to unite all the small German states, but also either convince or conquer the territories that have formed countries of their own. He did managed to unite the smaller German states, and he started to wage wars after that. Initially he attacked Austria, as he saw it as a traditionally Germanic territory, and won. After that he continued to wage wars, namely against Denmark and France, with mixed success.
