Answer:

1/9^8

Explanation:

The applicable rules of exponents are ...

a^-b = 1/a^b

(a^b)(a^c) = a^(b+c)

__

(9^(-5))/(9^3)=(1)/(9^5\cdot9^3)=(1)/(9^(5+3))=\boxed{(1)/(9^8)}
