So basically, the answer is answer 4, because Franklin wanted to add more justices to protect government and to keep it unbiased, and for the unfavorable court decisions to not be there anymore. Also so the 2 parties, Republican and Democrat, will be able to have more chances to get on the Supreme Court and balance it out basically is what I'm saying there.
